The Washington Wizards will offer guard DeShawn Stevenson a three-year, $9 million deal today, a league source with knowledge of the situation said last night.

Additionally, it is expected New Jersey will offer Wizards restricted free agent forward Andray Blatche a four- or five-year deal starting at $3.9 million a season, according to a second source.

Stevenson, who opted out of the second year of his contract, earned about $1 million last season, his first with the Wizards after turning down a three-year, $10 million offer from the Orlando Magic last summer.

"Our first order of business will be to take care of our own free agents," Wizards president Ernie Grunfeld said Friday. "We like our own guys."

Teams can begin negotiating contracts with free agents today but can't sign them until July 11.

Stevenson was the only player to start all 82 games for the Wizards, averaging 11.2 points on 46.1 percent shooting, and was productive playing with good friend Gilbert Arenas.

But he struggled in the playoffs with Arenas and Caron Butler sidelined, averaging 6.0 points on just 19.6 percent shooting as the Wizards were swept in the first round.

Blatche, 20, showed signs of improvement in his second season, and there are those in the organization who believe the 6-foot-11 forward can become a valuable asset if he dedicates himself to the game. He averaged 3.7 points and 3.4 rebounds in 12.5 minutes a game last season.

Because Blatche is a restricted free agent, the Wizards are allowed to match any offer he receives. That gives the team more flexibility, and it is unlikely the Wizards will match an offer right away. Instead, they will let New Jersey's offer sit there and see whether any other team is interested in Blatche before making a decision.

The Wizards will be over the salary cap next season, meaning they can use just their mid-level exception (starting at $4.5 million) to re-sign him. The salary cap, which was $53.1 million last season (7.3 percent more than the year before), is expected to be announced today. A similar jump would put the cap at about $57 million.

"We're over the cap, that's for sure," Grunfeld said. "And we're going to be over the cap, regardless of what comes out."

The Wizards also have the veterans' exception, and a source said yesterday the team is likely give it to Calvin Booth, an unrestricted free agent who spent the last two seasons with Washington.

The offer to Stevenson means the Wizards are unlikely to try to re-sign restricted free agent Jarvis Hayes, the No. 10 pick in the 2003 draft. Hayes, who missed huge chunks of his second and third seasons to knee injuries, has never averaged more than 10.2 points and never shot better than 42.1 percent.

The Wizards are unlikely to make additional moves in free agency because of the salary cap and the luxury tax, which forces teams to pay a dollar for every dollar over the cap.

The Wizards have seven players already signed to contracts, totaling more than $53 million. The team also has to sign last year's top pick, Oleksiy Pecherov, and this year's picks, first-rounder Nick Young and second-rounder Dominic McGuire, bringing the team to 10 signed players.

I like the fact that we are going to try to re-sign Stevenson... hopefully he accepts the deal. On the other hand, the rest of the article is pretty disheartening.... The entire MLE will likely be used to match Blatche's offers, and they will be unable to sign ANY free agents unless Mr. Pollin agrees to pay luxury tax, (yeah, right!) or we pull off a trade to move a big contract.... ouch.

Well at least we get to try and keep our own players. And we have seen EG make something out of nothing before so be prepared for anything.

I also think Gil will be out there trying to woo players as well to play for the team.

Well I would hope you're right, but when it comes to the cap our hands are tied and we don't have an owner willing to go too far into luxury tax land.

At this point if Ernie will pull off anything big it will be via trade...

Good news. That's a pretty fair deal to offer DeShawn. I hope he doesn't want so much more than that. And that offer NJ is reportedly going to offer to Blatche should definitely be matched. EG knows what to do. I trust him.

About the MLE and the Wizards' situation concerning re-signing Blatche and DeShawn, here's what Ivan Carter wrote in his Insider blog on 6/21:
Because Blatche is an "early bird" free agent, the Wizards can sign him outright or match any offer made to him without dipping into their mid-level exception (a first-year salary starting at around $5 million). Oddly enough, the rule is known as the "Arenas rule" because Golden State was unable to match Washington's offer to him in the summer of 2003 because they could not go above and beyond the ML.

So, the Wiz could sign Blatche or match an offer made to him AND still have their ML free to sign other players (DeShawn Stevenson for instance). My bad on that.

You're right... so instead of most of the MLE going to Blatche it will go to Stevenson. Bottom line other than keeping our own players (Which I'm all for) our hands are tied.

^ Thanks man. Hopefully EG and Gil will convince DeShawn to stay and only take a relatively small portion of the MLE and then a player like Moore or someone else can be had with the rest of the MLE on top of re-signing Blatche of course. Again, as we all know, EG knows what he's doing. It's going to be an interesting Summer.

jeez..we are over the cap like WHOA...but we will be under it next year with AJ's contract up, hes making, what, 17 mil? so thats alot to this cap this year...next year he wont be making that much if he resigns with us!

and i like the direction EG is going...just grab our own players, no need to go out and waste $$$ on others...chemistry and consistency is key for us...

Here is an article from Monday's Washington Post which basically follows up the negotiations with Stevenson, and gives insight into Blatche, OP, and Young:

Wizards Focus on Their Free Agents
Team Will Try To Keep Blatche And Stevenson

By Ivan Carter
Washington Post Staff Writer
Monday, July 2, 2007; Page E05

With a huge chunk of salary cap space invested in players already under contract, the Washington Wizards do not figure to be major players in the NBA free agency period.

Instead, Wizards President Ernie Grunfeld has said his focus will be on retaining the team's two key free agents: shooting guard DeShawn Stevenson, who opted out of the final year of his contract over the weekend, and third-year forward Andray Blatche, who is a restricted free agent, meaning the Wizards can match any offer made to him.

Teams were eligible to begin negotiating with free agents yesterday, but contracts won't become official until July 11 when the new salary cap is established.

Last year's salary cap figure was around $53.1 million, an increase of about $4 million from the previous season. The Wizards have around $54.1 million in payroll committed for next season and are in the process of working on standard rookie contracts for this year's first-round pick, shooting guard Nick Young, and last year's first-round pick, forward Oleksiy Pecherov.

But the Wizards will be able to utilize the full mid-level exception (a first-year contract of around $5.5 million) and the biannual exception (a first year salary of around $1.7 million).

Prior to settling for a two-year contract with the Wizards last summer that included a first-year salary of just under $1 million, Stevenson turned down a three-year, $10 million offer from the Orlando Magic.

While acknowledging that Grunfeld and Stevenson's agent, Mark Bartelstein, have talked about a new contract, multiple sources said a published report citing a Wizards offer of $9 million over three years was just a possible starting point in negotiations.

A source close to Stevenson said the veteran guard is hoping to land a five-year deal closer to a team's full mid-level exception. After beating out Jarvis Hayes in training camp and the preseason, Stevenson started all 82 games and averaged 11.2 points on a career-best 46.1 percent shooting.

"DeShawn wants to be here and [the Wizards] want to keep him so it's just a matter of agreeing on a number that will work for both sides," said a source familiar with the situation.

Said another source: "I can promise you this: There is no way DeShawn is taking [three years, $9 million]. He'll go somewhere else again for $1 million before he does that."

According to sources, Blatche, who started 13 games last season, is expected to attract interest from several teams, but the Wizards are expected to match any reasonable offer.

Pecherov, who was taken with the 18th overall pick last June before playing in Ukraine last winter, is eligible to sign a two-year contract with a first-year salary of around $1.1 million.

Young, who was taken with the 16th pick in Thursday's draft, will be eligible to sign a two-year contract with a first-year salary of around $1.24 million. The Wizards would hold a team option on both players for their third and fourth seasons. The team also plans on signing second-round pick Dominic McGuire, a forward from Fresno State.

Wizards Note: The summer league squad -- which will consist of Pecherov, Young, McGuire, former George Washington forward Mike Hall and several free agents -- will meet for workouts Friday, Saturday and Sunday. The team plays its first game in the Las Vegas Summer League on July 10 against the Sacramento Kings.

So we wont be going after any other players? Just trying to re-sign our own?

It's looking that way unless we move a big contract via trade... I didn't realize how close we were to the cap. And it kinda blows that we have an owner who is unwilling to go into luxury tax territory...

Oh well... hopefully Blatche comes into his own this year, and OP and Nick Young contribute nicely... I have a feeling we're gonna need 'em.
